From Tampere you can take the train to Oulu. Take the airport bus from the terminal (6€ ticket) to the train station for the train to Oulu.

Oulu airport is located approximately 15 km from Oulu city centre. You can reach the city centre by bus or taxi, both of which leave from outside the airport terminal. Bus #19 runs regularly between the airport and Oulu city centre and you can check the schedule .
